Rules for Traveling Abroad with Children Have Changed

New rules for children under 14 traveling abroad came into effect on March 1, according to the explanations from the Border Service of the FSB of Russia.

“Following Presidential Decree No. 889 of November 22, 2023, ‘Issues of Russian Federation Citizenship,’ the procedure for crossing the state border of the Russian Federation by underage citizens has changed. Children under 14 can now cross the border only if they have documents confirming their Russian citizenship,” TASS quotes the FSB Public Relations Center.

These documents include a foreign passport, diplomatic and service passports, and a birth certificate with a note confirming Russian citizenship.

The new rules specifically address border crossings with Abkhazia, Belarus, Kazakhstan, Kyrgyzstan, and South Ossetia. Russians can enter these countries with an internal passport. If a child does not have their own foreign passport or the necessary documents, a special note must be added to their birth certificate for traveling abroad.
